Key Populations and KPIF Data Project

The Key Populations and KPIF Data Project was developed to bring together data about how HIV programming for key populations are being prioritize (or not) by policy makers and decision makers. The goal is that by bringing more information together about budgets, expenditures, and the partners responsible for implementing programming - including on-the-ground sub-recipients - KP-led organizations and their civil society allies will be able to engage with the funders and implementers of these programs in more robust ways.

Key Population Size Estimate Data

Key population size estimates data come from three sources: 1) PEPFAR; 2) the Global Fund; and 3) UNAIDS' KP Atlas.

Per population size estimates are calculated by dividing the size estimate from PEPFAR, the Global Fund, and the KP Atlas by the relevant 15-49 year-old age group from the World Bank in the year in which the size estimate was reported. Estimates for men who have sex with men (MSM) are compared to the male population (15-49). Estimates for female sex workers (FSW) are compared to the female population (15-49). Estimates for people who inject drugs (PWID) and transgender populations (TG) are compared to the overall population (15-49).

Comparative regional population proportions are the per population size estimates at the global and regional levels based on WHO regions. They are calculated as the average of all per population size estimates from PEPFAR, Global Fund, and UNAIDS in the database.

HIV Prevalence Data

HIV Prevalence data for key populations are sourced from the same locations as PEPFAR, Global Fund, and the KP Atlas for size estimates. For our factsheets, the most recent HIV prevalence data is shown regardless of the source.

PEPFAR MER Indicator Targets Data

PEPFAR's Monitoring, Evaluation, and Reporting (MER) system is the primary mechanism that PEPFAR uses for tracking programmatic performance at the national, subnational, facility, and partner levels. There are two core indicators (KP_PREV and KP_MAT) used for tracking prevention services targeting key populations. KP_PREV tracks the "number of key populations reached with individual and/or small group-level HIV prevention interventions designed for the target population". KP_MAT tracks the "number of PWID on medication-assisted therapy (MAT) for at least 6 months". Other indicators such as HIV testing (HTS_TST), PrEP initiations (PrEP_NEW), and ARV treatment initiations (TX_NEW) also include key population disaggregates.

Key Population National Funding Data

Key population COP funding data are available from both PEPFAR and the Global Fund. For PEPFAR, national (or OU) level budget and expenditure data under the financial classification framework are avaialble from the "Financial Management Cover Page" on Panorama Spotlight. Key population budget and expenditure information is identifiable under this framework in the "Beneficiary" and "Subbeneficiary" classes in both data sets and are inclusive of programming across all program areas.

KPIF funding data were released in PDF form by CDC and USAID. These tables cover the full period of KPIF implementation. For countries with multiple KPIF prime partners, it is not possible to discern how much funding was allocated to each KPIF prime. We have made best estimates to divide KPIF equally between all implementing mechanisms (not partners) and across the years of implementation in each country. KPIF funding may or may not already be included in COP funding levels depending on the country and the year being evaluated. In other cases, KPIF funding is additional to the COP funding.

PEPFAR Key Populations Implementing Partners and Subrecipients

PEPFAR releases implementing partner data on the Additional Data tab on Panorama Spotlight. Partner budget data are categorized under the older budget code and cross-cutting attributions data systems that have mostly been replaced by the financial classification system. For key populations, these data sets are limited in terms of the information available. Programming for PWID is categorized under the "IDUP" budget code. Programming for MSM, FSW, and TG are identifiable as "cross-cutting attributions", which are highly limited in their completeness, but offer the only available mechanism for assessing which partners are involved in key populations program implementation in the budget data.

For the partner data tables here, we include any partners assigned funding under KPIF, any partners with IDUP or cross-cutting attribution funding for key populations, or any partner with targets assigned specifically for key populations in COP2018.

Sub-recipient data are sourced from USASpending.gov. USASpending contains data submitted under the Federal Funding Accountability and Transparency Act of 2006. This includes, as of FY2011, data on first-tier subrecipients that all prime recipients government wide are required to submit.
